In a news release published on 11 July 2025, the Verohallinto reported on the development of tax revenues collected in January–June 2025. During the first six months of the year, the Tax Administration collected a total of EUR 43.4 billion in taxes. The figures exclude taxes collected by other authorities, such as vehicle tax collected by Traficom, as well as tax-like charges including unemployment and pension insurance contributions. Tax revenues collected by the Tax Administration are distributed not only to the state, but also to municipalities, parishes and the Social Insurance Institution (Kela). From a VAT perspective, value added tax revenue amounted to EUR 11.116 billion, representing an increase of EUR 576 million (+5.5%) compared with the corresponding period in 2024.
VAT was the second-largest individual tax category after personal income tax and showed stronger growth than overall tax revenue. By comparison, personal income tax revenue totalled EUR 20.927 billion, an increase of EUR 571 million (+2.8%) year on year. The most significant component of income tax revenue, payroll withholding on wages, pensions and taxable benefits, amounted to EUR 18.281 billion, up EUR 430 million (+2.4%). Corporate income tax revenue for January–June 2025 amounted to EUR 3.855 billion, which was EUR 304 million (-7.3%) lower than in the same period of the previous year.
The figures indicate that VAT revenue growth outpaced both personal income tax growth and overall tax revenue development in the first half of 2025. While the Tax Administration did not attribute the increase to specific legislative or economic factors, VAT revenue trends are commonly influenced by changes in consumption, price levels and compliance.
