Finland's Tax Administration (Verohallinto) will transition to mandatory digital delivery of tax correspondence for individual taxpayers who use electronic government services, with automatic activation beginning 1 June 2026 for users accessing the OmaVero personal tax portal.

The system operates through two digital channels: Suomi.fi messages for general government correspondence and OmaVero for tax-specific communications. When taxpayers log into OmaVero from 1 June 2026 and select "Manage personal tax matters", they automatically become recipients of digital tax mail, receiving Tax Administration letters and decisions exclusively through OmaVero rather than postal mail.

Taxpayers receive notifications of new tax correspondence through email or SMS to contact details they provide in OmaVero. The Tax Administration's documents remain exclusively in OmaVero, while Suomi.fi messages serve only to notify taxpayers of new tax mail arrival. Users can register multiple email addresses, including contacts for family members or representatives who assist with tax matters.

Special Arrangements

Minors under 18 continue receiving paper tax mail unless they activate Suomi.fi messages with Finnish personal identity numbers and mobile certificates or bank credentials. Parents can register email addresses to receive notifications about their children's tax correspondence while maintaining paper delivery for the child.

Private guardians and attorneys-in-fact always receive tax mail on paper, though they can register email addresses for notifications. Taxpayers can authorize others to manage their tax affairs through Suomi.fi authorization rather than sharing bank credentials, providing secure access to tax documents and correspondence.

Those preferring paper delivery can opt out by making a declaration in OmaVero's customer information section. This paper mail selection remains valid for 365 days, after which digital delivery resumes automatically if users access government services with personal credentials.
