Finland Mandates Digital-Only Correspondence for Online Service Users from April 2026

VAT Rate Finnish Tax Administration and other government authorities will deliver correspondence exclusively through electronic channels to all adults who authenticate to digital government services using Suomi.fi identification, beginning 14 April 2026.

The digital prioritisation reform applies to individuals who authenticate to services such as OmaVero (MyTax) but excludes minors, those under guardianship, and individuals who do not use digital services, who will continue receiving paper correspondence. Those already using Suomi.fi messages will continue receiving electronic correspondence as before.

Implementation Timeline

The transition occurs in two phases for users without existing electronic messaging. Personal customers and sole proprietors who authenticate to OmaVero or other government digital services from 14 April 2026 onwards will receive all government correspondence exclusively through Suomi.fi messages, with Tax Administration letters delivered to OmaVero. Users logging into OmaVero from 1 June 2026 to handle personal tax matters will receive tax correspondence only electronically, regardless of Suomi.fi message status.

For entities with business identification numbers, when authorised persons log into OmaVero from 1 June 2026, the entity will receive Tax Administration correspondence exclusively through OmaVero. Tax advisors and representatives will receive personal government correspondence electronically from 14 April 2026 when they authenticate to digital services, though this does not affect correspondence for clients they represent.

Technical Requirements

Users must provide email addresses in Suomi.fi message settings or OmaVero to receive notifications of new correspondence. Those unable to receive electronic correspondence can continue with paper delivery by not authenticating to digital government services, or temporarily revert from electronic to paper correspondence through Suomi.fi message settings.

Context

The reform stems from general legislation affecting all authorities and supplementary tax-specific notification laws, taking effect 14 April 2026. The initiative aims to enhance correspondence security, ensure rapid delivery regardless of recipient location, and consolidate important communications in unified digital platforms, representing Finland's broader digital government transformation strategy.
