Germany's Federal Finance Ministry issued a new questionnaire to standardize VAT registration procedures for public sector legal entities, effective February 23, 2026.

The document, titled "Questionnaire for VAT Registration of Public Sector Legal Entities," provides tax authorities with uniform criteria for assessing VAT obligations of public bodies engaged in economic activities. Public sector entities must demonstrate whether their activities fall within the scope of VAT when competing with private sector operators.

German tax law requires public bodies to register for VAT when conducting business activities that would be subject to tax if performed by private entities. The questionnaire aims to create consistency in how regional tax offices evaluate these registration requirements across different types of public sector organizations.
