Turkey will require taxpayers in İzmir, Adana, Gaziantep, and Mersin provinces to file VAT returns through the mandatory e-Beyan (e-Declaration) system from 1 May 2026, covering returns for the April 2026 tax period.
The e-Beyan system uses new open-source software and is being implemented through a phased approach across Turkish provinces. The system was already mandatory in several provinces, with rollouts occurring between September 2025 and March 2026 in other jurisdictions.
Under the mandatory system, taxpayers must submit their VAT returns via the Digital Tax Office platform, selecting appropriate return types through the electronic interface. Tax professionals operating in pilot provinces can file returns on behalf of clients using integrated accounting software, with technical documentation available for software providers to ensure system compatibility.
The expansion represents Turkey's continued digitalisation of tax compliance processes, moving away from traditional paper-based VAT return filing towards centralised electronic submission systems across all provinces.
