Rwanda has introduced comprehensive VAT rules for online goods and services, requiring both domestic and foreign digital suppliers to register for VAT and comply with new invoicing, withholding, and reporting requirements.

The new framework applies VAT when the recipient is located or consumes the service in Rwanda, with specific indicators established to determine transaction location. Both resident and non-resident suppliers providing digital services to Rwandan consumers must now register for VAT purposes and charge the applicable rate.

Under the compliance structure, financial institutions must withhold and remit VAT if the supplier is unregistered and has no local representative in Rwanda. This withholding mechanism ensures VAT collection even when foreign suppliers fail to register directly with Rwandan tax authorities.

The regulations establish detailed procedures for invoice adjustments and cancellations, with specific rules governing error corrections and handling of returns. Suppliers must maintain proper documentation and follow prescribed formats for all VAT-related transactions and adjustments.

Rwanda joins a growing number of jurisdictions implementing VAT on cross-border digital supplies, reflecting the global trend toward ensuring tax neutrality between traditional and digital commerce while capturing revenue from the expanding digital economy.
