Ghana Revenue Authority Issues E-VAT Downtime and Invoice Protocolsvat-news
Official GuidanceSunday, May 10, 2026

The Ghana Revenue Authority (GRA) has issued protocols governing tax invoice issuance and system downtime procedures under Ghana's electronic VAT regulations, requiring all taxable persons to issue tax invoices or sales receipts through certified invoicing systems with real-time recording of taxable supplies.

System Downtime Procedures

Taxpayers must notify the GRA within 24 hours when their invoicing systems go offline, whether due to taxpayer equipment issues or GRA server problems. The GRA provides specific protocols for communication and data recovery during technical disruptions, including automatic signature key issuance when GRA servers are unavailable.

All offline transactions must be uploaded once connectivity is restored, and taxpayers must provide 24-hour advance notice for planned system upgrades or maintenance.

Integration Requirements

Business ERP and POS systems must integrate with the GRA's E-VAT platform as a mandatory requirement. Tax officers monitor compliance to ensure transparency and prevent revenue loss, with the system designed to capture all taxable transactions in real-time.

Context

These protocols form part of Ghana's broader digitalization of VAT administration, reflecting the global trend toward real-time transaction reporting and electronic invoicing systems. The comprehensive framework addresses both planned and unplanned system disruptions while maintaining tax compliance obligations.
