France Surveys VAT Credit Refund Practices to Improve Budget Forecastingtax-reform

The French General Directorate of Public Finance (DGFiP) will conduct an online survey of companies from 19-30 June 2025 to improve budget forecasting for VAT credit refund requests, as part of the government's action plan to enhance public finance management announced on 3 March 2025.

Selected companies will receive email invitations from dgfip@enquetes.finances.gouv.fr starting 17 June 2025, with responses remaining anonymous and used solely for forecasting purposes. The survey aims to strengthen the Ministry of Economy and Finance's tools and methods for predicting tax revenue, specifically focusing on VAT credit refund demands for future budget years.

Companies are selected based on representativeness criteria including business sector and company size to reflect the national business population. The questionnaire must be completed within the specified timeframe, with all responses treated confidentially and anonymously.

This initiative forms part of broader efforts by French authorities to modernise fiscal forecasting methods and improve the accuracy of budget predictions related to VAT operations, reflecting the significant impact of VAT credit refunds on public finance planning.
