The French tax administration has confirmed that Chorus Pro will remain the reference platform for public sector electronic invoicing when France's mandatory B2B e-invoicing reform takes effect in September 2026, building on the platform's role since 2017 when all public administrations began receiving invoices electronically.
Under the new framework, Chorus Pro will expand beyond its current reception role to become the emission platform for electronic invoices from public entities to VAT-liable businesses and other public entities. The platform will also handle transmission of transaction and payment data for e-reporting obligations, operated by the State Financial IT Agency (AIFE).
Transition Options for Suppliers
From September 2026, businesses supplying public sector entities will have two transmission options: using an approved platform or continuing to use Chorus Pro's existing services including portal entry, file deposit, EDI, or API submission. However, specific public sector processes including public works contracts, legal fee claims, reimbursement requests, and legal commitment management must continue using Chorus Pro exclusively.
Local Public Sector Integration
Local authorities and public health establishments using the ASAP DGFiP XML service will benefit from enhanced integration. The DGFiP's Hélios accounting system will automatically convert invoices to the required Factur-X format and handle submission to Chorus Pro, managing the technical complexity for public entities. This applies to entities whose accounting is managed by DGFiP through Hélios.
Implementation Requirements
Public entities already using financial management software connected to Chorus Pro must ensure their software providers implement necessary updates for the reform. Entities not yet using Chorus Pro for inter-administrative invoice exchange must implement compatible software by end-2025. Public administrations failing to comply with existing Chorus Pro obligations face potential sanctions from September 2026.
